Another protest where the purpose seems to be to antagonize the government. A firm should pursue a protest if they feel the agency has done something wrong. But East-West here only seems to be interested into bullying the agency into reforming the acquisition to the point where East-West can bid on it. That’s not the way it works. And while a CO can’t discriminate against a firm, I would definitely try to make sure East-West doesn’t screw up my procurement. Actions have consequences, and East-West is going to lose business acting like this.
